(2.2) Planning and Forest Management Branch
(2.2.1) Job Description of the Employees at Various Levels in the Planning Branch:
The employees in this branch will have to carry out the following job responsibilities according to their posts:
1. Position: Assistant Forest Officer (R.P.T.A./Officer Level 7/8)
a) Plan Formulation and Implementation
To prepare and implement the district's forest management plan and annual program in coordination with the Financial Administration Branch.
To coordinate with the relevant employees and agencies (District Sub-Division Forest Office Chief, Forest Security Branch and other branches as required) regarding the programs received from the federal and provincial governments and provide information about the program, as well as to assist the D.W.A. in distributing the program, preparing work orders and implementing the program.
To prepare estimates of the programs run, check and approve them and then recommend them for submission to the Accounts Branch.
To prepare and maintain separate program registers for each program.
Prepare and approve management plans according to the appropriate forest enhancement system (Kashkishagatigachabh Kathakaj) for forest management.
Provide necessary support to all divisions in forest conservation, promotion and management work.
b) Forest Conservation and Management: Provide support to all division forest offices to protect all national forests under the division from encroachment, fire, poaching, illegal logging and other human losses.
Prepare, approve and implement management plans for forests managed by the government according to the approved forest management plan of the division.
c) Community-based forest management: After receiving community-based forest management plans (community forests, religious forests, contractual forests) prepared by forest user groups, if any amendments are required, submit them to the D.W.A. for approval.
Prepare and cause to be prepared the report of the Forest Action Plan and study and give opinions and suggestions on the report of the Forest Action Plan related to this office received from other bodies. Inform the service recipients about forest development.
d) Coordination meeting
Prepare and produce, publish and broadcast publicity materials to increase public awareness and organize the flow of information.
Coordinate and manage various meetings related to the office.
e) Private agroforestry, tree plantations, wetlands
Identify and cause to be identified potential forest/tree plantation areas in the private and public sectors.
Provide technical assistance in the work of establishing nurseries, preparing plans for plant production and tree plantation in nurseries in coordination with the local level as per the needs of the people of various places in the district.
Arrange for technical assistance in the management of tree plantations and private forests.
Operate, monitor, facilitate and document programs for wetland conservation, management and promotion of ecotourism in the forest area.
To conduct private and agricultural forest development work.
f) Progress report
To monitor, inspect, and provide necessary technical assistance to the programs mandated by the office and assist in achieving progress as per the goals.
To select programs to be operated through service consultation according to the work procedure, enter into agreements with the selected organizations, issue work orders, monitor the operated programs, and have them executed and submitted reports on time.
To prepare monthly, quarterly, and annual progress reports of the operated programs and send them to the concerned bodies.
To prepare, publish, and distribute the annual progress booklet.
To send information to the subordinate offices through the fastest means and have them implement the received circulars and instructions.
To organize the collection, archiving, publication, distribution, and flow of information related to the office.
2. Position: Ranger (R.P.A.N.P.A.)
Ranger's job description
To assist the Planning Branch's work scheduler in fulfilling the assigned responsibilities.
To perform other tasks as directed and specified in the law.
(2.2.2) Job description of various levels of employees in the Forest Management Branch:
1) Job description of the Forest Management Branch
To arrange for the collection of forest produce, management of stands and sale and distribution of forest products managed by the government.
To regularly monitor and inspect the collection of forest produce and industries based on forest products from the sub-division.
To assist the Sub-Division Forest Office in the collection of forest produce, management of stands and other activities.
To manage trees in private and public, government and non-government areas.
To protect, provide first aid and rescue injured, orphaned, sick and stray wild animals found in the area of ​​the Division Forest Office outside the protected area and rehabilitate them in their natural habitat.
To carry out the prescribed work including assessment of damage, committee meeting and other activities as per the guidelines for relief assistance for damage caused by wildlife and send it to the concerned body with the recommendation for relief.
After receiving the recommendation of the Sub-Division Forest Office for collection of forest produce annually, the D.W.K. will also check the printout and submit it to the D.W.K. for collection approval and keep the details in the record register.
To collect and manage the wood, gravel, sand within the forest area.
To manage the work including verifying the wood and firewood records of private numbered settlements.
To manage the export and import of forest produce.
To manage the land use (land related to other purposes in the forest area)
